Dr. Paul Starkey is the Vice President for Academic Affairs and Provost at Penn College of Technology in Williamsport. Penn College has more than 300 full-time faculty members in six schools. During his tenure, more than a dozen new academic programs have been introduced.

David L. Passmore
Distinguished Professor of Education & Operations Research

David Passmore is Distinguished Professor of Education in the Workforce Education and Development academic program at Penn State. He also holds an appointment as Professor of Operations Research in the dual degree, intercollege Operations Research Program and as Director of the Penn State's Institute for Training & Development. Passmore earned academic degrees from State University College of New York at Buffalo, Bowling Green State University, and University of Minnesota and has held appointments at the Harvard School of Public Health, National Technical Institute for the Deaf, University of Massachusetts, University of Northern Iowa, St. John Fisher College, University of Texas at Tyler, and University of Minnesota.
