Senior citizens appear skeptical about both the House and Senate proposals to add prescription-drug coverage to Medicare. Critics say both versions of the bill are too complicated or too stingy. Will the new Medicare bills now being considered by Congress do enough to help seniors pay for prescription drugs? Dennis Shea is professor of health policy and administration at Penn State.
